You will find Pickman in the catacombs below Pickman Gallery. Save him from the raiders.

Stages of "Pickman's Gift" quest

I saved the killer Pickman, and to thank me, he gave me a key to the safe in his gallery.

Don't forget to grab the Lock Picking Bobblehead and the Astoudingly Awesome Tales magazine from the ground.

Use a nearby ladder to go outside, go back to the gallery through the front door and find the picture "Picnic for Stanley".

Inside you will find Pickman's Blade.
