You will get this quest from Captain Avery after killing the creatures from the fog attacking Far Harbor.
This quest will be triggered or can be aquired during Walk in the Park quest.

The citizens of Far Harbor are in desperate need of help.
To complete this task, you have to help at least two people.
1.1. (Optional) Help the Mariner
Talk to the Mariner. She will ask you to help her recover special power tools. To do this, you will have to complete one more side quest Hull Breach.
1.2. (Optional) Help Cassie Dalton
Talk to Cassie Dalton. She will ask you to help her avenge some deaths in her family. To do this, you will have to complete one more side quest Blood Tide.
1.3. (Optional) Help Captain Avery
Talk to Captain Avery. She will ask you to help her with fog condensers. To do this, you will have to complete one more side quest Safe Passage.
